RuleRobin is a service of Athanor Works LLC, run by Antoine Wiley. The idea is plain: take one federal environmental rule, encode what it actually requires, and use that to build the exact document a facility has to keep on hand. You answer questions about your site in words you already use. RuleRobin turns those answers into the plan.
We started with SPCC because it is the cleanest case: the rule was written to let qualifying owners write and sign their own plan, and most small oil-storage sites are paying consultant prices for a document they are allowed to prepare themselves. Tier II and industrial stormwater come next, built the same way.
How the plans stay current
Pinned to the rule, versioned like code.
Environmental rules change. Thresholds move, permits get reissued on five-year cycles, sector benchmarks get renumbered. We keep the logic that drives each plan tied to a specific edition of the rule, so your plan says which version it was built to, and we can rebuild it when the rule moves.
We bring in a licensed PE when the rule says so.
Some plans a qualifying owner can sign. Some the rule reserves for a licensed Professional Engineer. RuleRobin tells you which one you are and routes the ones that need it to a licensed reviewer. We do not blur that line, and we do not oversell you a review you do not need.

- It is not affiliated with the EPA or any state agency, and no plan is pre-approved by the EPA.
- You are the certifier on self-certification paths. You review, sign, and keep the plan on-site. We do not file it for you.
- No tool can promise an inspection or enforcement outcome, and we do not.
